Over the past decade, 629 pedestrians and cyclists were seriously injured on Sector 1 streets. We are starting with the route to school.

The data comes from the Traffic Police Brigade of the Bucharest Municipal Police and covers 1 January 2015 to 31 December 2024. Only serious collisions are recorded: those resulting in death or injury.

On average, every six days a pedestrian or cyclist was seriously injured in Sector 1.

Most occurred in predictable places: where no crossing existed, where street lighting never reached the carriageway, where nothing told a driver they were passing a school.

Eleven things that change a street


Each of the 29 locations receives a combination of the elements below, depending on street layout and the volume of children. Eleven of them receive the full treatment.

LOCATIONS

29 places, two neighbourhoods


The first phase covers the Băneasa (16 locations) and Grivița (13 locations) neighbourhoods. Every location holds a building permit and a technical design checked by certified design verifiers, as required by Romanian Law 10/1995 on construction quality.

Two further areas — Bucureștii Noi and Piața Romană — are in the same procedure. Five new areas (Chitila, Primăverii, Cișmigiu, Domenii and Aviatorilor) are at documentation stage.

The projects presented are under evaluation by the Bucharest-Ilfov Regional Development Agency, within the Bucharest-Ilfov Regional Programme 2021-2027. Delivery of the works depends on funding contracts being signed.

Questions and answers


Where does the collision data come from?

From the Traffic Police Brigade of the Bucharest Municipal Police, at the request of Sector 1 City Hall. It covers 2015–2024 and includes only serious collisions.

When do the works start?

The projects are permitted and submitted for funding to the Bucharest-Ilfov Regional Development Agency. Works begin once funding contracts are signed. The schedule depends on the evaluation process and on public procurement for the works.

Who pays?

The Bucharest-Ilfov Regional Programme 2021-2027, Priority 5. Local co-financing is a minimum of 7% for Bucharest.

Why only 29 locations?

The first phase covers the areas with the highest concentration of schools and the highest risk identified in the road safety audit. Seven further areas are in preparation.

Will parking spaces be lost?

At locations receiving the full treatment, space immediately adjacent to crossings is cleared so that driver and pedestrian can see each other. This is a safety requirement, not an anti-parking measure. Details are in the drawings of each technical design.

What about the cameras?

Surveillance systems are signposted in accordance with applicable law and are sized so as not to intrude on residential privacy. Video feeds are integrated into the City Hall control room through a separate project.

Why raised crossings rather than just paint?

Markings alone do not change speed. A raised table does, physically. The road safety audit required under this programme calls for measures that demonstrate a reduction in serious collisions, not signage alone.
